Palestine expected little from Paris talks on MidEast settlement - FM

Palestine did not expect any "magic results" from the international meeting on the Israeli-Palestinian settlement in Paris, but thought it could trigger a process to restart the negotiations between the conflicting sides, Palestinian Foreign Minister Riyad Maliki told Sputnik on Wednesday.

MOSCOW (Sputnik) Last week, the French capital hosted an international conference aimed atthe resumption ofthe stalled Israeli-Palestinian negotiations. The conference's participants assessed the situation that involved possible risks fora two-state solution tothe Israeli-Palestinian conflict.
"We didnt expect that this meeting [in Paris] will do wonders and bring magic results <> We didnt expect much and thought that it could be a beginning ofthe process that will turn toan active mechanism torestart the Israeli-Palestinian negotiations again," Maliki said.

The settlements issue is considered tobe one ofthe major irritants inthe relations ofIsrael withthe international community and one ofthe main obstacles toreach peace withthe Palestinians.

The Arab Peace Initiative forresolution ofthe Israeli-Palestinian crisis is not upfor negotiations or alterations, Israel must either accept it or come upwith a new proposal, the foreign minister stressed inan interview withSputnik.

Malikis comments came afterIsraels Jerusalem Affairs Minister Zeev Elkin said that the country was interested inrapprochement withthe neighbors inthe region, butwas not ready toimplement all the requirements stipulated inthe Arab Peace Initiative assome ofthem cannot be accepted.

"Either Mr. Elkin will take the Arab peace initiative asit is or he needs tooffer something else butthe Arab Peace Initiative is not fornegotiations and is not foralteration and is not forIsraeli politician here and there togive his opinion aboutit. It is an integral offer, either Israel takes it or you leave it," Maliki said.

The Arab Peace Initiative, also known asthe Saudi Initiative, is a 10-sentence proposal foran end tothe ArabIsraeli conflict that was endorsed bythe Arab League in2002. The initiative offers Israel normalization ofrelations withthe Arab world inreturn forwithdrawal fromland occupied in1967, the recognition ofa Palestinian state withits capital inEast Jerusalem and a fair solution tothe issue ofPalestinian refugees.

According tothe minister, Palestine considers the approach ofdirect negotiations withIsrael useless and wishes tocreate an international format toresolve the Middle East crisis, similar tothe format used toresolve the Iranian nuclear issue.

"For us, the idea is toforget a direct negotiations that has been proven useless and tomove towardsa multilateral approach inspired by5+1 Iran talks, tocreate a small committee, a group outof 28+2 that will lead the negotiations and will help the parties toovercome differences," Maliki said.

Last week, Paris hosted an international conference ofsome 28 delegations aimed atthe resumption ofthe stalled Israeli-Palestinian negotiations. The conference's participants assessed the situation that involved possible risks fora two-state solution tothe Israeli-Palestinian conflict.

Palestinians seek diplomatic recognition fortheir independent state onthe territories ofthe West Bank, including East Jerusalem, which is partially occupied byIsrael, and the Gaza Strip. Israel has been building settlements onthe occupied territories despiteobjection fromthe United Nations.
