The Syrian armed forces plan to retake the city of Raqqa from Daesh, and Russian aviation is expected to support the operation, according to Russia's UN Office envoy.
GENEVA (Sputnik) The Syrian army is planning tolaunch an offensive onDeir Ez-Zor and Raqqa withthe support ofthe Russian air group deployed inSyria, Permanent Representative ofRussia tothe UN Office and Other International Organizations inGeneva Alexei Borodavkin said.
"In line withUNSC [UN Security Council] Resolution 2254, the ceasefire regime inSyria does not apply toDaesh, al-Nusra Front and other terrorist groupsAs a result ofoperations bythe Syrian armed forces with [the] support ofRussian combat aircraft [the Syrian] city ofPalmyra has been liberated, and now further offensive operations are being planned inthe direction ofDeir Ez-Zor and Raqqa," Borodavkin told reporters inGeneva.
Syria Ceasefire Mostly Holding butSome Forces Attempt toDisrupt It
"There are forces that are deliberately provoking the failure ofthe cessation ofhostilities. We are constantly talking aboutthe need toblock the Turkish-Syrian border throughwhich terrorist group fighters flow and weapons, military equipment and ammunition are smuggled. It is necessary tofirmly curb this flow inorder tostrengthen the ceasefire regime," Borodavkin stressed.
According tothe Russian envoy, the United States and Russia are making joint efforts toput an end tothe Syrian conflict.
"We are well aware that there are opponents ofthe cessation ofhostilities and they will do everything they can todisrupt this regime, which is what is happening now," Borodavkin said, adding nonetheless that "in general, the regime is being adhered to."
A US-Russia-brokered ceasefire came intoforce acrossSyria onFebruary 27. Syria has been mired incivil war sinceMarch 2011, withgovernment forces loyal toSyrian President Bashar Assad fighting numerous opposition factions and extremist groups. The truce does not apply toterrorist groups such asDaesh and al-Nusra Front.

"The groups that want tojoin the cessation ofhostilities must sign relevant documents, report their exact location and disengage fromNusra Front units because, atpresent, they are, unfortunately, heavily mixed onthe battlefield," Borodavkin told reporters.
According toBorodavkin, "certain progress" has been observed inthe US work withillegal armed groups inSyria.
"Contacts and cooperation betweenRussian and US militaries have recently intensified. Phone conferences betweenHmeymim [Russian air base inSyria], Amman, Moscow and Washington are regularly held. Our militaries are meeting atthe negotiating table withmaps and necessary intelligence data that help toprevent violations ofthe cessation ofhostilities and strengthen it. I think that inthe nearfuture many issues will be resolved withinthis US-Russian military cooperation," Borodavkin told journalists.
No Evidence Jaish al-Islam, Ahrar ash-Sham Join Truce
"We heard statements fromthese groups that they have allegedly joined the cessation ofhostilities [in Syria] butwe have no official confirmation [of these statements]," Borodavkin told journalists.
The envoy recalled that the leadership ofJaish al-Islam and Ahrar ash-Sham had repeatedly stated they were fighting "shoulder toshoulder" withal-Nusra Front militants and called onthe jihadists tounite intheir fight againstgovernment forces.
"If Ahrar ash-Sham and Jaish al-Islam are serious aboutfinding a political solution tothe conflict inSyria, they have toradically change their positions," Borodavkin emphasized.
On Tuesday, Russia requested toadd the two groups operating inSyria tothe UN sanctions list that already contains Daesh. The Saudi-backed High Negotiations Committee (HNC) ofthe Syrian opposition includes representatives ofboth Ahrar ash-Sham and Jaish al-Islam.
