Terrorist groups should not be allowed to turn into terrorist governments, Rouhani said in a Friday meeting with his Brazilian counterpartDilma Rousseff in New York on the sidelines of the 70th annual session of the UN General Assembly.
Syria is involved in a big war with terrorists and the countrys people are facing severe difficulties, including displacement, the Iranian president added.
He warned that plans to topple the Syrian government would only give more opportunities to terrorists to kill civilians.
The conflict in Syria is in its fifth year. It has reportedly claimed more than 240,000 lives up until now.
The United Nations says the militancy has displaced more than 7.2 million Syrians internally, and compelled over four million others to take refuge in neighboring countries, including Jordan and Lebanon.
Iran-Brazil ties
Rouhani alsosaid Iran and Brazil have always maintained good relations and added that Tehran sees no obstacles to further expansion of mutual ties in the future.
He added that Tehran and Brasilia should take advantage ofthe positive atmosphere created after the conclusion of a nuclear agreement between Iran and six world powers in July to boost cooperation.
Brazils companies can carry out construction projects and make investment in Iran, he noted.
Rouhani said the two countries have the potential to strengthen their political and cultural cooperation, adding, Iran and Brazil can have major cooperation on regional issues, global security and the fight against terrorism and drugs.
Irans leading regional role
The Brazilian president said Iran plays a leading role in establishing stability in the Middle East.
She added that weakening the Syrian government would spread terrorism.
Rousseff also said that Iran and Brazil share similar views on many international developments and expressed her countrys willingness to expand trade and economic relations with Tehran.
Iran-Sweden relations
In another meeting with Swedish Prime Minister Stefan Lofven on Friday, Rouhani said Iran welcomes the expansion of bilateral relations, particularly in economic fields.

The Swedish premier, for his part, said terrorism poses a threat to all countries in the world and expressed his countrys readiness to cooperate with Iran in the campaign against terror.
Lofven also said Sweden is keen to improve its trade and industrial cooperation with Iran as a leading and influential player in the Middle East.
