US State Department said that Russias decision to lift a ban on the sale of S-300VM anti-ballistic missile system to Iran does not violate UN Security Council-imposed sanctions on Tehran, but the United States still opposes the sale because Iran is destabilizing the Middle East.

We think, given Irans destabilizing actions inthe region inplaces likeYemen, Syria or Lebanon, that this is not the time tobe selling these types ofsystems tothem, Harf said. In terms ofUN Security Council sanctions, it is my understanding that it [S-300 sale] would not [violate UN sanctions onIran].
Harf noted, however, that the United States has concerns about things separate and apart fromwhether they would be a violation ofSecurity Council sanctions.
On Monday, Russian President Vladimir Putin signed a decree lifting the 2010 ban onselling the S-300VM anti-ballistic missile system, or Antey-2500, toIran.
The short-and-medium range missile defense system is one ofRussias most advanced defenses againstaircraft, cruise missile and ballistic missile attacks.
The 2010 ban cancelled a 2007 contract tosell Iran the air-defense system inline withUN Security Council Resolution 1929, which bans supply toIran ofconventional weapons including missiles and missile systems, tanks, attack helicopters, warplanes and ships.On Monday, Russian Foreign Minister Sergey Lavrov said Russias 2010 decision was voluntary and not based onlegal requirements ofUN sanctions. Lavrov noted the framework nuclear deal reached betweeninternational powers and Iran has made the weapons ban unnecessary.
Russia reportedly cancelled the deal in2010 underpressure fromthe United States and Israel, who oppose providing Iran withadvanced air defense systems that could counter Israeli or US air and ballistic missiles strikes.
On Monday, US Secretary ofState John Kerry phoned Lavrov toconvey the United States displeasure overthe S-300 deal, the US State Department said.
Meanwhile, the White House declined tocomment onspecifics ofconversations betweenthe United States and Israel, butdid not rule outofficials are discussing the proposed missile sale.
Irans Defense Ministry and The Aerospace Industries Organization responded tothe 2010 ban bylaunching a $4-billion lawsuit againstRussias Rosoboronexport inan international arbitration court inGeneva inApril 2011.
Lavrov said onMonday that the lawsuit, which is undecided, aswell asthe loss ofrevenue fromthe ban, factored inRussias latest decision tosell the S-300VM toIran.
