MUMBAI: The National Skill Development Corporation (NSDC) signed a Memorandum of Understanding with the Technical and Vocational Training Organization (TVTO), Ministry Of Cooperatives, Labour and Social Welfare, Government of the Islamic Republic of Iran. This is an exclusive initiative undertaken to further the collaborations in skill development between India and Iran.
Under this MoU, the two countries will be able to initiate work in the skills space and will be able to share existing working models and experiences, thus facilitate exchange and learning from best-practices in training, entrepreneurship and skills development. The MoU will felicitate and promote sharing the quality and experience in Technical Vocational Education and Training (TVET) of both countries.
Kourosh Parand, deputy minister & president - TVTO and Dilip Chenoy, MD and CEO, NSDC signed the MoU at NSDC office in New Delhi on Monday. Parand was accompanied by an eleven member strong Iranian delegation that accompanied him to India and discussed the future of collaborating on skills in India and Iran.
Chenoy welcomed the announcements and said, "NSDC appreciates the collaboration between Iran and India on skills initiatives and is confident that this partnership will play a crucial role in helping us achieve our goals that we have set for ourselves."
Parand said, "We are delighted to be here in India and partner with NSDC. Our partnership will be focused towards undertaking an innovative approach for addressing skills shortage in both the countries, and will have credible long term solutions for young people entering the workforce".
The following areas of collaboration have been identified between TVTO and NSDC:
a. Support for a creation of a demand driven competency based vocational education and training system: NSDC will support TVTO in establishing a competency based vocational education and training system. This would be based on NSDC experience in terms of establishing the requisite institutional architecture in which the three main stakeholders - Industry, Government agencies and skill training providers, both private and public can come together in a common platform for skill development
b. Conduct of Skill Gap Studies: NSDC would support with the help of its partners in conducting skill gap studies in various sectors and geographies. This would include demand assessment from Iranian industry perspective in terms what are the current and potential jobs (over a time period of say 10 years) and what are the skills required for these jobs. Also this would include determining the self-employment potential within the country. It would also include both a quantitative and qualitative assessment of the current skills training institutions and determining what is the skill gap both sector wise and geography wise
c. Setting up of Sector Skill Councils: The Sector Skills Councils are industry- enabled bodies created with the support of the key companies in each sector and NSDC. Sector Skills Councils are the primary institutions for involving the industry in creating a demand driven skill development ecosystem. NSDC will help TVTO in setting up such Sector Skill Councils - NSDC has ,so far approved setting up of 31 Sector Skill Councils in Construction, Agriculture, Handicrafts and Carpets, Textiles, Apparels, Capital Goods (for engineering trades), Automotive, IT-ITeS, Healthcare, Hydrocarbons, Security, Plumbing, Electronics, Mining, Telecom, Aviation and Aerospace, Food Processing, Hospitality etc.
