The Wall Street Journal | Warren P. Strobel: The Trump administration justified the Jan. 3 strike that killed Iranian Gen. Qassem Soleimani in part by citing an 18-year-old congressional authorization that paved the way for the 2003 invasion of Iraq and overthrow of leader Saddam Hussein, according to a White House notice made public on Friday.

The White House notice to Congress was released by Rep. Eliot Engel (D., N.Y.), chairman of the House Foreign Affairs Committee, who called the White House�s legal theory �absurd.�
