Moscow makes public full text of Russia-US deal on Syria

Moscow made public the full text of the Russia-US deal on Syria, the Russian Foreign Ministry announced on Tuesday.

The text ofthe agreement was published onthe site ofthe Russian Foreign Ministry.

According tothe Russia-US deal onSyria, force can be used forself-defense duringthe ceasefire, while airstrikes use ofmortars and rockets, aswell asthe capture ofterritory is prohibited.

The main priority inSyria, according tothe document, is the demarcation ofterritory controlled byDaesh and al-Nusra Front terrorist groups and territories controlled bySyrian rebels.

Russia and the US can exit the deal onSyria if it is not implemented, according tothe text ofthe agreement. "Every side reserves the right toexit the deal if it believes that its provisions are not implemented." All Syrians, including members ofarmed opposition, can leave Aleppo viaCastello road, according tothe deal. Neither Syrian army, nor the rebels are allowed tooccupy new territory, controlled bythe other side. The deal also stipulates areas where the Syrian Air Force will not conduct combat missions. Commenting onthe release ofthe document, the foreign ministry said that it had proposed tomake the document public, however, Washington refused todo so.

The move caused "some questions aboutwhether the US is sincere or not." "The unwillingness [of the US] topublicly confirm their commitment toseparate opposition fromal-Nusra Front, al-Qaeda's affiliate inSyria, and jointly conduct strikes againstterrorists and their partners incrime who did not cease hostilities called forspecial attention."

Moscow urged Washington tomake public the mandate ofthe joint center onthe coordination ofairstrikes againstterrorists inSyria and the agreement onthe monitoring ofa road toAleppo.

"Washington assured us inFebruary seven months ago that they will apply maximum effort toextract opposition forces ofthe Syrian opposition it has control over. However, inpractice this did not happen, which allowed jihadists touse 'moderate' opposition groups likea shield while continuing their bloody attacks inhope ofimpunity."

The Russian Foreign Ministry yet again urged the US tofulfill its promise and separate "moderate" Syrian rebels and al-Nusra Front as "many rebel groups Washington considers "moderate" are fighting together withal-Nusra Front and even merged withit." "We repeat that the policy ofconnivance towardterrorists causes troubles," the ministry emphasized.

On September 9, Russian Foreign Minister Sergei Lavrov and US Secretary ofState John Kerry announced a new plan onSyria, which stipulates a ceasefire that came intoforce onSeptember 12. However, the cessation ofhostilities was declared ineffective because ofnumerous violations ofthe ceasefire bySyrian rebels.
