Iran won't agree to freeze oil production unless Saudis slash theirs

Iran does not see any benefit to freezing oil production while other OPEC members are producing at a high level, Mohammad Sadegh Joukar, an energy expert at the Iranian Energy Ministry, told Sputnik Persian.

On Tuesday OPEC Secretary-General Mohammed Sanusi Barkindo told RIA Novosti that his organization is working ona one-year agreement amongthe world's top oil producers tofreeze oil production and support the price.

"One year, we are looking atone year," Barkindo replied, when asked abouta possible agreement betweenOPEC and non-OPEC producers atthe International Energy Forum which takes place inAlgiers next week. Algerian Energy Minister Noureddine Bouterfa said that the cartel's producers are pumping more than33 million barrels per day, and need toagree oncutting oil production tocurb the global oil glut. "The question is atwhat level we would freeze or reduce output we need tofind a good compromise inorder not todestabilize the market." "It's necessary toreduce (production) byat least 1 million barrels a day tore-balance the market. Will we get there? We are working forthat," Bouterfa said.

On Thursday futures contracts forBrent Crude were trading at $47.60 according toBloomberg data, an increase of3.7 percent sinceTuesday, amidexpectations ofa possible agreement tocut production.

In January partial sanctions againstIran were lifted inconnection withthe nuclear deal Tehran agreed withthe P5+1 group ofcountries inJuly last year. Consequently, Iran announced its intention toincrease its oil output topre-sanctions levels ofmore thanfour million barrels per day; it currently produces just over3.8 million barrels per day. However, Mohammad Sadegh Joukar, an energy expert atthe Iranian Energy Ministry's Organization forthe Study ofInternational Energy Problems, told Sputnik Persian that Iran does not see any benefits inagreeing a deal tofreeze production, when other countries such asSaudi Arabia are producing record amounts. On Monday Saudi Arabia revealed that the kingdom produced a record high 10.673 million barrels per day inJuly, followed by10.63 million barrels per day inAugust. "This project tofreeze oil output fromOPEC members and other producers will hardly have a positive effect onthe price. It is necessary tocut the volume ofproduction, not freeze it," Joukar said.

"Some producers, OPEC members, think that freezing production automatically means keeping the current status ofoutput, when Saudi Arabia and other Arab countries are producing oil atthe maximum rate.

"That kind ofposition is inappropriate and undesirable forIran, whose key task is toincrease its output. So, Saudi Arabia is currently atmaximum output and it asking other OPEC members toagree toa production freeze. As we can see fromdocuments aboutthe oil production capacity ofArab countries OPEC members, these countries are also producing oil atmaximum capacity and their plans are far frombeing short-term," Joukar said. Russian Energy Minister Alexander Novak said onWednesday that Russia is also ready todiscuss a possible cut inproduction atthe meeting inAlgiers, butit should be balanced withthe medium-term impact onthe industry. "The situation is quite complicated, the market is not balanced and acrossthe world, large investment flows are leaving the industry which could risk an oil deficit inthe medium term," Novak warned.
