The interior minister made the remarks during the funeral procession for three police forces who attained martyrdom while they were to control the February 19 riot in Pasdaran Street.
In the past 40 years, enemies were to distrust the country's security through various scenarios and what happened in Pasdaran Street was part of the same plot, said the interior minister.
They were to ignite the spark in Tehran and promote it to other cities nationwide, he said.
'An insane extremist rams a bus into people who have no idea about their surroundings', he said adding that such criminal measures could be seen by Daesh terrorist group.
A Dervish cult who claimed for mysticism and chivalry attacked innocent civilians with swords, daggers and sticks putting the security of the people at risk, the interior minister said.
Police and security forces immediately identified the intruders and less than ten minutes quelled and arrest most of them to return order to the city, said the minister.
