April 4, The Iran Project – The following lists all the agreements and Memoranda of Understanding (MoUs) signed between Iran and other countries in political, economic and military related fields. Ordered by time, it also may not include all of the cooperation agreements. In total, Iran signed over 50 cooperation agreement with more than 30 countries in the Iranian year of 1397 (2018-2019).
**Farvardin (March 21-April 20)
March 27 – Tehran-Ashgabat sign 13 pacts, MoUs to boost bilateral ties
Iran and Turkmenistan signed 13 cooperation documents and memoranda of understanding in the presence of the presidents of the two neighboring countries in Ashgabat.
March 28 – Iran, Azerbaijan sign 8 cooperation pacts
Iran and the Republic of Azerbaijan signed eight cooperation documents. The documents were signed in the first day of President Hassan Rouhani’s visit to Azerbaijan following intensive negotiations between delegations from both countries headed by President Rouhani and President Aliyev.
April 7 – Iran, Turkey sign new agreement on food industries
Seyyed Mohammad Reza Mortazavi, the President of the Confederation of Iranian Food Industry Associations and Fahrettin Poyraz, the Head of the Turkish Central Union of Agricultural Credit Cooperatives signed a food agreement between Iran and Turkey.
April 17 – Iran, Oman to exchange judicial missions
Iran and Oman signed an agreement to exchange legal and judicial delegations to expand bilateral relations.
April 19 – Iran, Iraq signs technical cooperation agreement
Iran’s Ministry of Defense and Armed Forces Logistics and Iraqi Ministry of Communications signed a technical and specialized cooperation agreement.

April 25 – Iran, China ink major petchem deal
Iran’s National Petrochemical Company (NPC) and the China Petroleum and Chemical Industry Federation (CPCIF) signed a memorandum of understanding (MoU) for construction of a petrochemical park in Iran by Chinese companies.
April 28 – Iran-Turkey sign 5 MoUs on sale of aviation industry products
Iran and Turkey signed 5 Memorandums of Understanding on the sale of various types of aviation products on the sidelines of 2018 Eurasia Airshow in Antalya, Turkey.
April 28 – RIPI signs LNG deal with Fortune
The Research Center of Petroleum Industry (RIPI) signed a memorandum of understanding (MoU) for China’s Fortune Company and a domestic investor for designing and construction of a 500,000-ton LNG plant.
May 4 – Iran, Iraqi Kurdistan sign economic MoU
A memorandum of understanding (MoU) on economic ties development was signed between Iran and Iraqi Kurdistan region.
May 5 – Iran, the Netherlands sign 2 MoU
Iran and the Netherlands signed two memoranda of understanding during the second meeting of the Joint Agriculture Commission which ended in the Hague.
May 7 – Iran, Spain ink oil deal
The international department of the Iranian Ministry of Petroleum signed a memorandum of understanding with the representative board of Spanish firms in Tehran with the aim of enhancing oil and gas relations.
May 13 – Iran, Sri Lanka sign 5 cooperation agreements
Iran and Sri Lanka signed five agreements on mutual cooperation in various areas in a ceremony in Tehran.
May 17 – NISOC, Pergas sign HOA for developing Iran oilfield
The National Iranian South Oil Company (NISOC) and Pergas Consortium signed heads of agreement for developing Iran’s Karanj Oilfield under the newly-devised model of oil contracts.
May 19 – Iran, Eurasia sign agreement on preferential trade
Agreement on preferential trade between Iran and member countries of Eurasia Economic Union was signed in Astana, capital of Kazakhstan, in presence of Minister of Industry, Mine and Trade Mohammad Shariatmadari.
May 20 – Iran, Greece sign MoU on transport cooperation
Director General for Transit and International Transport in Iran’s Road Maintenance and Transportation Organization (IRMTO) Reza Nafisi acknowledged about signing a memorandum of understanding (MoU) on transport cooperation between Iran and Greece.
**Khordad (May 22-June 21)
June 7 – Iran, Bulgaria sign MoU on exchange of specialized workforce
Iran and Bulgaria labour ministers signed a memorandum of understanding in various fields, including transfer of specialized and skilled Iranian workforce to eastern European country.
June 11 – Iran, China to use national currencies in trade exchanges
Iranian Minister of Economic Affairs and Finance (MEAF) Masoud Karbasian said, “under a Memorandum of Understanding (MoU) inked between Iran and China, the two countries will use their local currencies in trade exchanges.”
June 11 – Iran, China sign 4 MoUs to expand bilateral coop.
The signing was carried out in front of the Iranian President Rouhani and Chinese President Xi Jinping in the Chinese port city of Qingdao where the two-day Shanghai Cooperation Organization (SCO) summit was held.

July 4 – Iran, Switzerland ink 3 pacts on science, health, economy
Two declarations of scientific and health cooperation and a road transport cooperation agreement were signed between the two countries in the presence of the presidents of Iran and Switzerland.
July 4 – Iran, Austria sign 4 MoUs
The Islamic Republic of Iran and Austria signed four memoranda of understanding (MoUs) to further broaden economic cooperation between the two countries.
July 18 – Iran signs customs MoUs with Azerbaijan, Nakhchivan
The Islamic Republic of Iran Customs Administration (IRICA) signed memoranda of understanding with Azerbaijan Republic and Nakhchivan in a bid to promote and ease trade with them.

August 18 – Iran, Netherlands sign MoU on food research
An agreement of cooperation on food research was signed between officials of two Iranian and Dutch universities.

August 28 – NIDC inks drilling MOU with Iraqi partner
The National Iranian Drilling Company (NIDC) signed a memorandum of understanding (MoU) with an Iraqi company for carrying out drilling operations and repair oil wells in Basra and Az Zubeir oilfields.
**Mehr (September 23-October 22)
September 25 – Iran, France sign MoU on transfer of tire production know-how
A memorandum of understanding was signed between Iran and France under which the European country will transfer the technical know-how of tire production to the Islamic Republic.
October 5 – Iran, Turkey sign three agricultural MoUs
Iran and Turkey signed two agreements on promotion of mutual cooperation in veterinary and one on the development of beekeeping industry.
October 18 – Iran signs $7mn deals on herbal medicines with Uganda, Kenya
CEO of an Iranian knowledge-based company active in production of herbal medicines said the company signed two agreements amounting to $7 million with Uganda and Kenya.
October 18 – Iran, China ink contract for building water desalination project
Industrial Development and Renovation Organization of Iran (IDRO) and China’s ZSM Company signed a contract for the transfer of technical know-how and purchase of high-tech reverse osmosis water desalination equipment and machinery.
October 22 – Syria, Iran agree on establishing joint chamber of commerce
Secretary General of the Federation of Syrian Chambers of Commerce Mohammad Hamshou and Secretary General of Tehran Chamber of Commerce Dr. Bahman Eshghi signed an agreement on cooperation between the two sides in different trade, investment, economic and production domains.

October 28 – Iran, Kazakhstan sign road transport agreement
Iran and Kazakhstan signed an agreement on issuing permits for truckers commuting between the two countries in a bid to boost mutual cooperation in road transportation.
November 12 – Iran, S Korea ink 5 MoUs to enhance bilateral coop.
Five memoranda of understanding (MoUs) were signed between Iran and a South Korean trade and commercial delegation in Bushehr province.
November 20 – Iranian, Pakistani universities sign MoU to promote cooperation
Payame Noor University of Iran and the Pakistan’s University of Punjab signed a memorandum of understanding (MoU) for cooperation especially in the field of science and technology.

December 3 – Hamedan Chamber of Commerce signs MoU with Iraqi counterparts
Hamedan Chamber of Commerce, Industries, Mines and Agriculture signed two memorandums of understanding to improve cooperation and trade with commerce chambers of Baghdad and Karbala during a visit by its 20-member trade delegation to Iraq.
December 19 – Iran, Saudi Arabia sign MoU on next year major Hajj
The Islamic Republic of Iran and Saudi Arabia signed a memorandum of understanding (MoU) for sending Iranian pilgrims to major Hajj ritual ceremony in Saudi Arabia.

December 25 – Iran, India, Afghanistan sign Chabahar MoU
Simultaneous with holding the first executive committee of Chabahar agreement, a memorandum of understanding (MoU) was signed between representatives of the Islamic Republic of Iran, India and Afghanistan.
January 8 – Iran, India commerce chambers sign MoU
Iran’s Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA) signed an agreement with its Indian counterpart body

January 25 – Tehran, Minsk ink 8 MoUs in joint economic commission
Iran and Belarus signed eight memoranda of understanding expanding from medical cooperation to car manufacture during a joint economic commission.
January 27 – Russia Power Machines Co. signs MOUs in Tehran
Iranian companies active in the water and power sector signed memorandums of understanding with the Russian Power Machines Company in Tehran.
January 29 – Iran, Syria sign agreement on banking cooperation
The Central Bank of Iran and Syria’s Central Bank signed a banking cooperation agreement with the aim of boosting cooperation and coordination between the two institutes.
January 31 – Iran, China sign MoU on Chabahar FTZ
Chabahar international university and center for renovation of Iran and China signed a memorandum of understanding (MoU) to take advantage of each others capabilities to support new ideas, assess industries requirements, providing industry with its industrial services and technology thorough establishing a center for elites.
Februery 6 – Chief bankers of Iran, Iraq sign deal on payment mechanism
Governors of the central banks of Iran and Iraq signed an agreement on a payment mechanism which is to facilitate the settlement of Baghdad’s debts to Tehran.
Februery 9 – Iran extends power export agreement with Iraq
Iran signed an agreement to extend exports of 1,200 megawatts of electricity to neighboring Iraq.The deal was inked by Managing Director of Iran’s state-run Organization for Management of Electric Power Generation and Transmission (Tavanir) Mohammad Hassan Motevalizadeh and the Iraqi deputy electricity minister in Tehran.
Februery 17 – Tehran, New Delhi sign 15 pacts
The Islamic Republic of Iran and the Republic of India signed 15 documents and MoUs to deepen relations.

Februery 20 – Iranian, Portuguese SMEs to use INSTEX to expand ties
Iranian and Portuguese small- and medium-sized enterprises (SMEs) signed a Memorandum of Understanding (MoU) to expand business ties and use INSTEX.
Februery 27 – Iran, Armenia sign 2 MoUs on economic coop.
Two memoranda of understanding for joint economic cooperation were signed between Iran and Armenia in the presence of Iranian President Rouhani and Armenian prime minister.
March 1 – Iran, Belgium sign MoUs in health sector
Iran and Belgium signed a number of memoranda of understanding to expand Tehran-Brussels cooperation in health and medical equipment.
March 1 – Iran, Russia sign cooperation document in transit field
Iranian and Russian officials signed a cooperation document in field of road transportation.
March 12 – Iran, Iraq sign 22 industrial, trade deals
Following talks between Iran’s minister of industry, mines and trade and his Iraqi counterparts simultaneously with President Rouhani’s visit to Iraq, 22 industrial and trade agreements were signed by the two countries.

Iran secured three deals with Azerbaijan on cooperation in various areas, including establishing an automotive parts manufacturing factory.
