Plan to bypass anti-Iranian sanctions at risk as EU members fear US vendetta



Sputnik - The US imposed sanctions against Tehran's energy, banking and shipping sectors on November 5 following Washington's unilateral withdrawal from the Iran nuclear deal. The European Union slammed the decision and vowed to safeguard's Iran's access to the global oil market with a backup payment mechanism. However, no country seems willing to host it.




In an attempt tosave what was left ofthe 2015 Joint Comprehensive Plan ofAction, its signatories Germany, France and the UK, aswell asthe EU government inBrussels are reportedly poised topress Luxembourg tohost the non-dollar Special Purpose Vehicle (SPV), a financial entity which is designed tofacilitate trade betweenEuropean companies and Iran amidUS sanctions.

EU foreign policy chief Federica Mogherini asked several states tohost the mechanism. A European diplomat, however, told Reuters that no one has come forward atthis stage. The host country, Reuters explains, risks putting its local banks atrisk inimplementing the SPV, incurring punishment fromthe US.

Earlier, Austria refused toplay this role, pointing outthat there are too many open questions and imponderables withthis SPV." Luxembourg, home tothe EU Court ofJustice and Belgium, which were each viewed asa possible SVP host country. Both ofthem expressed their reservations aboutplaying this role, fearing that Washington may cut local lenders access tothe US market, Reuters reports, citing an unnamed EU diplomat.
"If we don't have a host country, we have a very big problem. So much is riding onthis that some way will need forsomeone tohost this. There is a lot ofnervousness aboutwhat hosting an SPV means," another diplomat told the agency.


However, the bloc refuses togive up.
"It's not dead, butit's not going inthe right direction. We are going totry again withLuxembourg, butwe're underno illusions," a European diplomat said.


According toEuropean Justice Commissioner Vera Jourova, the technical work continues asthe bloc aspires tofind a solution forkeeping the trade withthe Islamic Republic and withstanding US pressure.
"We Europeans cannot accept that a foreign power, not even our closest friend and ally, takes decisions overour legitimate trade withanother country," she told the EU lawmakers.


The Trump administration announced plans toreinstate the sanctions againstTehran, which were previously lifted underthe 2015 Iran nuclear deal, inMay. The latest set ofsanctions, which came intoforce onNovember 5, affects the country's energy, banking and shipping spheres. The international financial messaging network SWIFT has alreadydeclaredthat it has cut offcommunication with "certain Iranian banks".

US National Security Adviser John Bolton promised that Washington will exert even more pressure onTehran. He promised to squeeze them [Iran] untilthe pips squeak." He also lambasted the EU's attempts toovercome the US sanctions and insisted that overtime, Europe will come toacceptthe fact that it can no longer do business withTehran.
"I liketo compare the attitudes that are changing inEurope toa book written years ago inthe US called 'The Six Stages ofGrief.' It starts offwith denial. Then it ends upat acceptance," Bolton said.
