Sputnik - Oil prices continued to tumble on Monday after last weeks downward pull. This comes amid reports of rising production in Russia and an increase in US drilling activity that is creeping to its highest level in more than three years. Sputnik spoke with Marc Ostwald, Global Strategist at ADM Investor Services about the issue.




Sputnik: The Arabs announced that they would be upping the production prior tothe OPEC meeting; do you expect the rest ofthe members ofOPEC toget onboard withthat and also uptheir production?

Marc Ostwald:To a certain extent. One always has tohave another look athow much extra capacity do countries have. A lot ofcountries, even inthe OPEC, inthe Arab part ofthe OPEC blocks dont have a huge amount ofextra capacity. So yes, I would expect them todo that aboveall, because what the debate is then going tobe is the usual old thing aboutOPEC quotas.

We cant let you have a massive increase inyour relative quotas, so this old chestnut, which is a thing ofdays ofyore, comes back tothe table and it would be particularly interesting tosee how this particular discussion looks, and also it would be interesting tosee whether there are any tensions evident betweenSaudi Arabia and Iran which normally dont surface atOPEC meetings, even duringthe Iran, Iraq war. That was rarely a topic ofdiscussion forthe OPEC.

Sputnik: You mentioned that the Chinese have a voracious appetite forfossil fuels ofcourse and do you think that the Chinese market is sufficient tokeep Irans oil market afloat even if the Europeans, either the governments or the companies themselves, say that they will pull outof the JCPOA?

Marc Ostwald:Probably not butprimarily because the biggest net exporter, net export increase inChina is actually coming fromRussia and not fromIran. Yes, they have reduced some ofthe demand fromtheOPEC countriesand they have picked upa bit fromIraq and fromIran, butthe biggest increase, byfar, have been fromRussia. You can see it if you look atthe source oforigin and you have a look atthe pipeline toChina inRussia, its the only one where production relative to2016 or output relative ofexports since2016 has almost doubled.

Sputnik: Do you see energy partnership getting stronger betweenChina and Russia, asRussian energy minister said that China is looking intoentering withpartnership withRussia onliquefied natural gas, the Arctic 2 project?

Marc Oswald:The Arctic 2 project, I think if anyone here inthe Western world was paying any attention overthe weekend tosome ofthe huge announcements were made, likethat one, attheShanghai Cooperation Organization meeting, which people here are determined tocall a security meeting forsome reason, I dont know why, asits long pastthat.

They would be realizing that what we are getting is a really strong grouping alongwhat I call Pipelanistan, Russia, China, tosome extent including India and Iran, and that is a very powerful grouping which will have a lot ofinternal demand even if we might question whether some ofthe energy pooling might not necessarily be influential butI think inthe long run that is a very serious project and they will go a long way. Its inRussias interests, afterall, because the problems which are being put upabove all bythe United States mean that they need tolook elsewhere forthe investment money, which is still very much needed, huge amount ofmoney is still needed todevelop the Russian resource area.
