Sputnik - Chinas state-owned energy giant CNPC is ready to replace French energy company Totals stake in the Iranian South Pars gas project. In 2017, Total and CNPC signed a 20-year contract worth 4.8 billion dollars to develop Phase 11 of Irans South Pars field. Sputnik spoke with political analyst Tom McGregor about CNPCs acquisition plan.




Sputnik: How serious is CNPC aboutacquiring Totals stake inthe South Pars gas project inyour opinion?

McGregor:Definitely if its available tothem they will certainly look atthe deal and the way the Chinese do business is that they dont make an announcement unless they are going todo something. They are very secretive aboutthis kind ofstuff, so unless there is some weird bluff, theres no reason forthem tomake an announcement unless they are very serious. Chances are they are already taking action and they have already moved forward onit and they are just waiting tosign the deal tosee what Total does.

The Total energy giant inFrance and you do have these sanctions and then Trump has promised oncampaign trail that he was going tocreate problems forIran, so there should be no surprise. TheEuropeancompanies should have been prepared forthis, years ago and I dont know why they are overreacting. They knew what was going tohappen afterTrump was elected. So I think what happened was that the Chinese were prepared already and the European companies were not.

Sputnik: CNPC could not become the target ofUS sanctions againstIran?

McGregor:I am sure it might happen butI am pretty sure they are protected. You also need torealize that Total is doing business inAmerica so they are just making a smartbusinessdecision. If we go forward withIran we lose our American business. So they are going tohave tothrow someone underthe bus and its going be the Iranian people, because they know that if they risk anything and they lose their American market, they are bankrupt. They can lose everything.

The CNPC they focus more onthe emerging markets, ontheChinese market, so their connections withthe Americans are not asstrong as, say Totals is. So there is less risk forthem todo it even if they face any type ofretribution or penalties fromit. Its just a smart business decision onall sides.

Sputnik: How would Totals withdrawal fromthe South Pars affect the project itself and its future?

McGregor:Well CNPC would basically just take it overand reinvest and they will make money fromit. It will be business asusual, it not going tobe anything shocking or disturbing. Total will atleast get some type ofreturn oninvestment because they can sell it offto CNPC. So atleast they can get some money fromthat.
