U.S. says it can work within nuclear deal to change Iran

We believe we can work within the nuclear deal, Brian Hook, the State Departments director of policy planning, said Friday. He spoke after the quarterly meeting of the joint commission overseeing the 2015 agreement between six world powers and Iran.

Diplomats convened in Vienna Friday to review theJoint Comprehensive Plan of Action, which restricts the Persian Gulf nations nuclear work in exchange for sanctions relief. Its the last scheduled meeting of the group before a May 12 deadline for Trump to decide whether the U.S. sticks to the accord.

Were having very good discussions, Hook said, referring to negotiations with France, Germany and the U.K. on how to moderate Irans ballistic missile program, its support for Hezbollah and its role in regional conflicts. We are focused on the entire picture when it comes to Iran.

Sanctions Report

France, Germany and the U.K. favor imposing new sanctions on Iranian people and entities connected with its ballistic missile program and military activity in Syria if it means the U.S. will stay in the nuclear accord,Reuters reported, citing a restricted document.

Trump nominated CIA director Mike Pompeo to become his new secretary of state on Tuesday after he dismissed Rex Tillersonvia Twitter. The president cited Tillersons willingness to stick by the nuclear deal as one reason for replacing him. Pompeo, by contrast, has been avocal criticof the accord, raising the question of whether Hooks comments reflect where the presidents revamped foreign policy team will end up.

The deal now hangs by a thread, said Ali Vaez, the International Crisis Groups director of Iran policy. The Trump administrations move to the right with Tillersons departure and Pompeos arrival signals further hardening of Washingtons stance.

Tillersons departure hasnt affected talks over Iran, and the departing secretary of state is busy managing a smooth transition for Pompeo, according to Hook, who spoke in the Palais Coburg in Vienna, where the Iran nuclear deal was agreed in July of 2015.

European leaders had been spurred to action by Trumps threat to leave the deal and were working with Tillerson on ways to restrain Irans development of ballistic missiles. That could have helped buy time for the nuclear accord, which international inspectors say Iran continues to abide by.




A statement by the European Unions foreign policy office, which convened Fridays meeting in the Austrian capital, said that parties to the deal still need to provide Iran with economic relief.

Participants recalled the need for continued implementation of nuclear-related sanctions-lifting to allow for the effective realization of the benefits envisioned under the JCPOA, including notably as regards licences concerning commercial passenger aircraft, according to thestatement. All participants noted their continued adherence to JCPOA commitments and stressed the need to ensure its effective implementation.
