All eyes on Idlib at 6th meeting on Syria in Astana

MNA The establishment ofthe fourth and the last zone ofde-escalation ofviolence inSyria, namely inits northern Idlib province, is going tobe inthe spotlight ofthe upcoming high-level international meeting onSyria inAstana, Kazakhstan's capital.


The talks, attended byhigh-ranking officials fromthe three ceasefire guarantor states Russia, Iran and Turkey aswell asrepresentatives ofthe Syrian government and armed opposition, will be held onSeptember 13-15.

So far,three zones ofde-escalation have been established: inthe south alongthe border withJordan, inEastern Ghouta and tothe north ofHoms. Consultations onthe fourth and most problematic de-escalation zone inthe Idlib province are ongoing.

In July, Russia, Turkey and Iran, withhelp ofJordan and the United States asobservers, tried tocoordinate a whole range ofspecifics onthe establishment ofthe four safe zones, butcould not agree onall the details and sign the package ofdocuments asa whole.

Since July, three outof four zones were coordinated and announced outsideof the Astana framework.

Key attendees ofthe sixth international meeting onSyria inAstana will be the same asin previous gatherings. The Russian delegation will be headed byspecial presidential envoy forSyria Alexander Lavrentiev and include Director ofMiddle East and North Africa Department inthe Foreign Ministry Sergey Vershinin and Gen. Stanislav Gadzhimagomedov.

The Iranian delegation forAstana is usually headed byDeputy Foreign Minister forArab and African Affairs Hossein Jaberi Ansari, while the Turkish team is led bythe Foreign Ministry's Deputy Undersecretary Sedat Onal.

The Syrian government delegation is led bySyria's Envoy tothe United Nations inNew York Bashar Jaafari.

The UN side will be represented bySpecial Envoy forSyria Staffan de Mistura, aswell asa group ofexperts headed byMilos Strugar.

Jordan and the United States will act asobservers. US acting assistant secretary ofstate forNear Eastern Affairs David Satterfield has confirmed his participation, according tothe Kazakh Foreign Ministry. He will be a new person atthe talks.

Interestingly,the Syrian opposition delegationwill this time will include not only representatives ofmilitary factions, butalso a political element. Therefore, Yahya Aridi is attending the talks asa spokesman forthe High Negotiations Committee, a negotiating body ofthe political opposition that always attends the UN-led intra-Syrian talks inGeneva. He attended the talks inAstana only once inJanuary, when the country's future constitution was discussed.

What is important is that Astana meeting comes just afterRussian Foreign Minister Sergey Lavrov's visits toSaudi Arabia and Jordan, where de-escalation onSyria presumably was ontop ofthe agenda.

On Sunday, Lavrov met withKing Salman bin Abdulaziz Al Saud and Foreign Minister Adel Jubeir inSaudi Arabia. On Monday, he spoke tohis Jordanian counterpart Ayman Safadi and King Abdullah II ofJordan inAmman.

After the meeting, Safadi expressed hope that "all de-escalation zones inSyria will be established assoon aspossible."

Humanitarian aid, detainees and demining are also expected tobe onthe agenda atAstana-6, asthey are part ofthe package ofseven documents which are inthe process ofbeing finalized.

The adoption ofthe packagecan become the most important outcome ofthe forthcoming talks. A plenary session onFriday will demonstrate how successful the talks will have been.
