US to face difficulty in persuading P5+1 group to renegotiate Iran nuclear deal




Sputnik - The Trump administration is seemingly seeking to review the Iranian nuclear deal, but will likely face the lack of support from the parties to the original agreement, China, France, Germany, Russia and the United Kingdom, because Iran has fulfilled its side of the bargain, experts told Sputnik.




MOSCOW (Sputnik) The United States may encounter difficulties inconvincing its partners onthe so-called Iran nuclear deal, China, France, Germany, Russia and the United Kingdom, collectively referred toas the P5+1 group, toside withits decision toreview the agreement, experts told Sputnik.

TRUMP ADMINSITRATION INTENT ON REVIEWING IRAN DEAL

On Tuesday, US Ambassador tothe United Nations Nikki Haley suggested that the United Statesshould launch a congressional debateonwhether the landmark 2015 nuclear deal withIran, officially known asthe Joint Comprehensive Plan ofAction (JCPOA), was inUS national security interests. The US official stressed that the United States would not be withdrawing fromthe deal, even if US President Donald Trump decided that Iran was not complaint withthe terms ofthe agreement.

According toHaley, the deal fell short ofwhat was initially promised asthe Iranian nuclear program was put onpause rather thanshut downand the "anytime, anywhere" inspections ofsites were not, infact, available unconditionally.

"The Trump administration display resolve and serious attempts toevoke the agreement so Iran can budge into US demands, including concessions elsewhere incountries such asYemen, Iraq, Syria, and Lebanon. Whether such efforts will lead tocongressional vote remains a long shot topitch," Imad Salamey, Associate Professor ofPolitical Science and Director ofthe Institute forSocial Justice and Conflict Resolution atThe Lebanese American University, told Sputnik.

Trump could potentially impose sanctions onIran throughan executive order, bypassing the legislative branch, however, the Congress had toapprove the JCPOA, so it would have tobe involved inits renegotiation aswell. The Congress was divided onthe original agreement, withDemocrats mainly backing it and the Republicans mostly inopposition. The Democrats are likely toprotest againstthe renegotiation ofthe deal.

COMPLIANCE DEBATE

Since January 2016, the International Atomic Energy Agency (IAEA) has been issuing quarterly reports inwhich it monitors and verifies Tehrans full compliance withthe nuclear-related commitments. Nevertheless, Washington has remained suspicious ofIran's compliance.

According toMohammad Marandi, a professor atTehran University, the United States was the one inbreach ofthe agreement, both underformer US President Barack Obama and now, underTrump.

"Under Obama, the United States passed the Iran sanctions act, which was a clear violation. They passed a law restricting visas, which was another violation. And underthe Trump presidency too, the recent sanctions were a clear violation ofthe JCPOA," the expert said.

In July, the US Senate approved a bill onnew non-nuclear sanctions againstIranian individuals and entities overthe country's missile program and alleged human rights violations. The move has been widely criticized byIranian officials, who claim that the US bill violated the provisions ofthe 2015 agreement.
"It seems atthe moment that the United States is either trying toput more sanctions onIran tomake JCPOA meaningless forIran, so the Iranians feel that there is no alternative butto withdraw. On the other hand, there is a possibility that the United States may simply want tofind an excuse tosay that Iran is not complying and then withdraw," Marandi said.


In mid-August, Iranian President Hassan Rouhani told lawmakers that Tehran could withdraw fromthe JCPOA withinhours if the United States continued tothreaten Iran and escalate rhetoric aboutadding new sanctions.
"So already the United States has shown the Iranians that they are not trustworthy, that they do not abide bythe agreements they make. If the United States wishes totake this further, then the Iranians will take a more assertive position when it comes toboth the JCPOA butalso when it comes todealing withthe United States," Marandi warned.


Haley said inher Tuesday speech, that Iran had committed multiple violations sincethe deal went intoforce, pointing outthat Iran had been discovered exceeding the limit onheavy water twice.

US MAY FACE DIFFICULTIES CONVINCING JCPOA PARTNERS TO TAKE ITS VIEW ON IRAN

The Trump administration appears interested inreviewing the Iranian nuclear deal, butother parties tothe original agreement, China, France, Germany, Russia and the United Kingdom, may be reluctant tofully side withit.

Salamey suggested that the United States may convene a meeting withJCPOA partners and ask toestablish new monitoring requirements, such asopen access tosuspected secret military sites.
"Most probably renewed negotiations will be initiated that satisfy the new US administration's requirements," Imad Salamey said.


However, according toMarandi, the United States would find it difficult topersuade other states toside withit.
"Especially sinceall the other countries inthe P5+1 have repeatedly acknowledged that Iran has fulfilled its side ofthe bargain and that it has been complying withthe agreement. Taking this inconsideration and the fact that Trump is not popular amongEU countries, the Chinese leadership and the fact that the US has sanctioned Russia, makes it much more difficult forthe United States tocreate any sort ofan anti-Iranian coalition. Some ofthese countries will actually side withIran," Marandi explained.


Russian Deputy Foreign Minister Sergey Ryabkov said inlate August that Moscow was focused ontrying topersuade Washington tocontinue implementing the original agreement, while French President Emmanuel Macron said inAugust he saw no alternative toJCPOA.

German Foreign Minister Sigmar Gabriel said inJune that Berlin was committed tothe deal and would try tohinder any attempts toobstruct it.
