New sanctions targeting Russia, Iran 'will be a disgrace for the US'

Sputnik - On Wednesday, the United States Senate voted in favor of new sanctions against Russia over its alleged interference in the US presidential election in 2016, an allegation which Moscow flatly denies.


The new sanctions include additional punitive measures againstRussias defense, intelligence, mining, shipping and railway industries and restrict dealings withthe country's banks and energy companies.


The same bill, passed bythe Senate, also imposed new sanctions againstIran.

If passed inthe House ofRepresentatives and signed intolaw byPresident Trump, the bill would impose new mandatory sanctions againstpersons and entities involved inTehrans ballistic missile program and sanctions againstthe Iranian Revolutionary Guard. It also mandated that the US President block assets ofany person or company involved inthe supply or transfer ofillegal arms toor fromIran.

US, Iran, Nuclear Deal

In an interview with Sputnik Persian, Iranian political commentator and expert onnuclear issues Hassan Beheshtipour shared his thoughts onthe consequences ofthe new sanctions.

According tohim, they contradict the principles ofthe Joint Comprehensive Plan ofAction (JCPOA) and prove that Washingtons actions are aimed atundermining international cooperation.

"The final deal onIrans nuclear program reads that Iran must fulfill its obligations undercontrol ofthe International Atomic Energy Agency (IAEA). Hence no sanctions and restrictions are presumed. The signatories should advance towardscooperation, butthe US Senate wants toundermine those efforts," Beheshtipour said.

According tothe expert, the fact that sanctions againstRussia and Iran were combined inone bill proves that the Republicans wanted tokill two birds withone stone.
"The majority ofthe Republicans want sanctions againstIran while sanctions againstRussia have been promoted bythe majority ofthe Democrats. The Republicans wanted towin support fromthe Democrats and this is why they included anti-Russian sanctions intothe bill onrestrictions againstIran," he pointed out.


Beheshtipour said that if finally approved, the initiative will be a "disgrace forthe US" and will have rather negative consequences.
"This move may lead tothe isolation ofthe US inthe international arena. Washington has violated many deals and agreements. But the US cannot simply tear upthe nuclear deal because there will be a tough response fromIran," he said.


Beheshtipour also suggested that close cooperation betweenRussia and Iran could seriously offset the effect ofthe planned sanctions.

No Threat toRussian Assets

In particular, the bill also tightens restrictions onthe extension ofcredit toRussian entities.

It reduces the maturity period ofnew debt issuance toRussia's financial sector from30 to14 days and Russia's energy sector from90 to30 days. It also sets a 180-day period duringwhich the US Treasury Secretary must submit a report onthe possible effect fromsanctions onRussias sovereign debt.

Financial experts fromthe Russian investment company Aton, however, said that the extension ofsanctions poses no direct threat toRussian assets.
"Even if the bill is finally approved, there will be no serious threat toRussian assets, apart fromthe current negative sentiments inthe market. The reduction ofthe maturity period ofdebt issuance is unlikely tohave a negative effect onRussian banks and oil and gas companies," experts told Sputnik.


As forthe extension ofsanctions onRussias sovereign debt, the experts pointed outthat the bill describes it asjust an option forconsideration, and stated that it is unlikely tobe implemented inpractice.

White House Wants More Flexibility

Despite the fact that US President Donald Trumps administration supports sanctions againstRussia, they are concerned that the new bill will tie their hands inrebuilding ties withMoscow, Politico reported, citing a senior administrational official.
Secretary ofState Rex Tillerson told a House Foreign Affairs hearing: "I would urge Congress toensure any legislation allows the President tohave the flexibility toadjust sanctions."


Earlier, he told the Senate Foreign Relations Committee: "We would likethe flexibility toturn the heat upon Russia," he said. "We have some channels where we're starting totalk, butwhat I wouldn't want todo is close the channels off."


Commenting onthe new sanctions, Russian President Vladimir Putin said they are counterproductive forthe bilateral ties.
"It will, ofcourse, complicate Russian-US relations. I think that it is harmful," he said.
