Russia, Turkey, Iran managed to consolidate Syria ceasefire - Deputy FM

Sputnik- The joint work by Moscow, Ankara and Tehran has helped considerably improve the situation in Syria, Russia's deputy foreign minister said.





MOSCOW (Sputnik) The situation onthe ground inSyria has improved significantly, Russia, Iran and Turkey managed tojointly consolidate the ceasefire, Russian Deputy Foreign Minister Sergei Ryabkov said Friday.
"We do not set the Astana process againstthe Geneva talks, and specifically Geneva-4 which was launched afterall. I think, and everyone accepts this, we managed withour colleagues fromTurkey and Iran tohold a number ofevents which allowed toconsolidate the ceasefire regime. So the situation onthe ground improved significantly," he told reporters.


The Astana talks onSyrian crisis settlement brought together the representatives ofthe Syrian government and the armed opposition groups forthe first time inthe six years ofthe Syrian war. As a result ofthe talks, Russia, Iran and Turkey agreed toestablish a trilateral mechanism tomonitor the ceasefire that came intoeffect onDecember 30, 2016.

Since 2011, Syria has been engulfed ina civil war, withgovernment forces fighting againstnumerous opposition and terrorist groups, including al-Nusra Front and Daesh, banned ina range ofcountries, including Russia.
"The Russian side is calling fora discussion onall topics related tothe Syrian constitution asa priority. This would be correct fromthe point ofview ofproviding the participants ofthe Geneva process withan opportunity totalk onthe issues that interest them. We understand that the priorities do not coincide, butin our opinion the discussion onthe issue ofthe constitution should and must become a unifying basis," Ryabkov told reporters.


He added that Russia called foran inclusive dialogue atthe Geneva negotiations ofall groups that were ready totake part inthe peace settlement inthe country.
"Unfortunately, there are some forces that would prefer tolimit this dialogue tothe change oflegitimate authorities inDamascus which is unacceptable forus and formany others," the deputy minister concluded.


The draft constitution was presented tothe parties ofthe Syrian conflict duringthe negotiation inAstana that took place onJanuary 23 24. Head ofthe Russian delegation Alexander Lavrentyev stressed that Russia was not interfering inconsideration ofconstitution and presented the draft tothe opposition simply inorder toaccelerate the process.


Moscow has been conducting a counter-terrorist campaign inSyria sinceSeptember 30, 2015, atPresident Bashar Assad's request.

The fourth roundof the intra-Syrian talks betweenthe government and opposition factions underthe auspices ofthe United Nations began inGeneva onFebruary 23.
