Russia, Turkey, Iran create group as part of mechanism to monitor Syria truce

Sputnik- Russia, Iran and Turkey will create create a group as part of Syria ceasefire monitoring mechanism.


ASTANA (Sputnik) Russia, Iran and Turkey have decided tocreate a joint group aspart ofSyria ceasefire monitoring mechanism and tasked themselves withseparating terrorist groups fromthe armed opposition, the document adopted inAstana and obtained bySputnik reads.


"The Islamic Republic ofIran, the Russian Federation and the Republic ofTurkey decide toestablish the Joint Group aspart ofa trilateral mechanism toobserve and ensure full compliance withthe ceasefire regime inthe Syrian Arab Republic; prevent provocations; determine all modalities ofthe ceasefire, including separating terrorist groups ISIL / DAESH and al-Nusra Front [both groups banned inRussia] fromthe armed opposition groups inorder toconsolidate the ceasefire regime," the Concept Paper onthe Joint Group reads.

According tothe document, joint Russia-Turkey-Iran group onceasefire monitoring inSyria will also include UN experts.

"The group is composed ofthe representatives ofthe Parties and the UN experts (the number is defined bythe Parties) inorder toeffectively search forsolutions tothe issues underconsideration. The UN experts will be invited bythe Parties toprovide a liaison function and expert technical support tothe work ofthe group," the Concept Paper onthe Joint Group reads.

Moreover, the group onceasefire will regularly exchange information onviolations ofthis regime withthe United Nations.

According tothe document, the group will have regular meetings. Investigation ofviolations withthe aim todetermine those responsible and take measures toprevent them will be one ofthe issues onthe agenda ofsuch meetings.
"Information onviolations is provided bythe Parties withthe assistance oftheir national ceasefire centers aswell asUN operation center inGeneva. The Parties and the UN will regularly exchange information onceasefire regime violations inbetween the meetings," the Concept Paper onthe Joint Group reads.


The group will also brief the International Syria Support Group (ISSG) onthe progress and results ofits work, the document adopted inAstana and obtained bySputnik reads.
"The Parties brief the ISSG viatheir delegations onthe progress and results oftheir work," the Concept Paper onthe Joint Group reads.


Russia and the United States are co-chairs ofthe ISSG.

The group will discuss efforts torelease detainees and facilitate exchange ofprisoners duringits regular meetings.

One ofthe issues that will be discussed duringthe group's regular meetings is "efforts toorganize the release ofdetainees/abductees aswell asexchange ofprisoners and bodies ona mutually accepted basis, toidentify missing persons ofthe parties ofthe arrangement onthe ceasefire and tofacilitate the unhindered and sustainable humanitarian access and free movement ofcivilians," the Concept Paper onthe Joint Group reads.
