Russian, Iranian, Turkish mechanism on monitoring Syria ceasefire 90% complete

Sputnik- Stanislav Gadzhimagomedov, the head of the Russian delegation stated that Russia proposed two documents on control over the ceasefire regime in Syria.





MOSCOW (Sputnik) The joint task force (JTF) regime almost adjusted the mechanism onmonitoring the ceasefire inSyria duringits first session that took place inthe Kazakhstans capital ofAstana onMonday.
"During the first meeting, we almost completely agreed the draft position ofthe joint group tomonitor compliance withthe cessation ofhostilities. Some details should be agreed inthe capital. I think that atthe next meeting we will sign the document," Stanislav Gadzhimagomedov, the head ofthe Russian delegation, said, while a source inone ofthe delegations inAstana told Sputnik that the mechanism was 90 percent complete.


Gadzhimagomedov also pointed outthat Russia proposed two documents oncontrol overthe ceasefire regime. The first paper is a protocol tothe ceasefire agreement focusing onconditions forthe regime ofcessation ofhostilities aswell asthe parties responsibilities toensure humanitarian access and toexchange offorcibly held persons. The second one is a statute onthe reconciled settlement that is designed tostabilize situation inbesieged areas assoon aspossible.


"These documents are complicated and, ofcourse, need tobe adjusted byboth Syrian government and opposition," Gadzhimagomedov said.


He also expressed a hope that the next JTF session would elaborate onthe proposed papers.

CEASEFIRE OBSERVATION

Participants ofthe JTF session also discussed observation ofthe ceasefire regime inSyria.
"The participants ofthe meeting discussed the progress ofimplementation ofcessation ofhostilities inSyria, special measures toestablish an effective monitoring mechanism and control The participants also discussed the measures ofmutual confidence and ensuring unimpeded humanitarian access," Gadzhimagomedov said.


He pointed outthat the number ofceasefire violations was decreasing.


"The violations still occur, buttheir number has decreased significantly, and we agreed tocontinue work onthis issue tostop these violations and provocations completely," the Russian delegations head said.


Gadzhimagomedov added that Jordans representatives had reported southern Syrian opposition units were ready tojoin the ceasefire regime and tofight againstterror groups such the Daesh and Jabhat Fatah al Sham (formerly known asthe Nusra Front), both outlawed inRussia and a number ofother states.

SEPARATING OPPOSITION FROM TERRORISTS

During the session its participants were working onseparating opposition units form terror groups onthe map.
"At last meeting we demarked areas controlled byIS fromareas controlled bythe moderate opposition. At this session we worked onthe areas controlled bythe Nusra Front," Gadzhimagomedov said.


The work onseparating opposition units fromterrorists will continue, according tothe head ofthe Russian delegation.

SYRIAN CONSTITUTION NOT DISCUSSED

According toGadzhimagomedov, parties tothe talks did not discuss the issue ofthe future Syrian constitution.
"The constitution was not discussed. Experts focused primarily onthe development ofmechanisms tomonitor compliance withthe regime ofcessation ofhostilities," he said.


The head ofthe Russian delegation added that the Syrian government was proposed tocreate working groups forpreparing the draft constitution, which could later become a basis forthe constitutional commission that will end the work and create mechanism ofthe constitutions adoption.


The JTF first session lasted forabout six hours. Along withexperts fromRussia, Iran and Turkey, their colleagues fromthe United Nations and Jordan also joined the session. The next JTF session is scheduled forFebruary 15-16 beforethe next roundof Geneva talks onthe Syrian peace settlement.
