Astana to host Intra-Syrian talks brokered by Russia, Iran, Turkey on Monday

Sputnik- The Syrian government's and opposition factions' representatives are expected to meet in Astana on Monday for talks brokered by Moscow, Ankara and Tehran, following a ceasefire in the crisis-torn country endorsed by the UN Security Council on December 31, 2016.





MOSCOW (Sputnik) The main roundof the negotiations is expected tobegin onMonday at1 p.m. local time (07:00 GMT) and tofinish atthe same time onTuesday.

ROAD TO ASTANA

The intra-Syrian peace talks were supposed totake place inGeneva inFebruary 2016, butwere suspended two days afterkicking off. The last roundof the talks was held inGeneva onApril 13-27. The Riyadh-formed High Negotiations Committee (HNC) opposition group walked outof the negotiations, citing the continuous fighting inSyria and the lack ofprogress onhumanitarian issues.

In December 2016, UN Special Envoy forSyria Staffan de Mistura said the United Nations wanted toreconvene the talks onFebruary 8, 2017.

On December 17, 2016, Russian President Vladimir Putin and his Turkish counterpart Recep Tayyip Erdogan discussed ina phone call the possibility ofa meeting inKazakhstan's capital Astana betweenthe parties tothe Syrian conflict withRussia, Iran and Turkey aspotential mediators. Kazakh President Nursultan Nazarbayev supported this initiative and expressed readiness toprovide a platform forsuch talks inthe Kazakh capital. Russia has stressed that the Astana and UN-backed Geneva platforms are not rivals, withthe latter set tocomplement the former.

Russian-brokered nationwide ceasefire came intoforce onDecember 30.

RUSSIA

Moscow will be represented byan interagency delegation ofthe representatives ofRussia's foreign and defense ministries headed byDirector ofMiddle East and North Africa Department inthe Foreign Ministry Sergey Vershinin.
"There will be an inter-ministerial delegation that will include representatives ofthe Ministry ofForeign Affairs and the Ministry ofDefense ofRussia," Russian Deputy Foreign Minister Mikhail Bogdanov said.


IRAN

Iran's Deputy Foreign Minister forArab-African Affairs Hossein Jaberi Ansari will lead his country's delegation atthe negotiations.
"The delegation ofthe Islamic Republic ofIran headed byDeputy Foreign Minister Hossein Jaberi Ansari will participate inthe talks onSyria inAstana onJanuary 23," the statement byIranian Foreign Ministry, circulated bythe Iranian Embassy inKazakhstan, said.


It was added inthe statement that Iran considers the negotiations an opportunity toestablish dialogue betweenthe Syrian government and opposition tosettle the conflict inthe country politically.


"Over the recent days, Iran has had consultations withdifferent parties tothe conflict inorder toprepare the basis forbridging differences and reaching an agreement," the statement said.

TURKEY

Turkey has not yet made a decision onwho will represent the country atthe talks onSyria, and will decide depending onthe level ofother governments' delegations, Turkey's Deputy Prime Minister Mehmet Simsek said.
"We will take intoaccount the partners participating fromother countries, and decide accordingly," Simsek said.


EUROPEAN UNION

Spokeswoman forEU Foreign Affairs and Security Policy Nabila Massrali confirmed that the European Union would be represented atthe upcoming conference inAstana.

"What I can confirm is that the European Union will be present atthe Astana conference. A delegation will be present or an official will be present," Massrali told reporters withoutspecifying any names.

UNITED STATES

US State Department spokesman John Kirby announced that the United States had received an official invitation fromMoscow totake part inthe Astana meeting.

"Our Embassy inMoscow did receive an invitation delivered tothem fromthe Russian Foreign ministry which they duly passed tous," Kirby said. "So we are aware that there is an actual invitation forthe US toparticipate. But so far asI know, no decision has been made."

Russian Foreign Minister Sergey Lavrov said that Moscow hoped that the administration ofincoming US President Donald Trump would be able todelegate its own expert tothe talks.

"We hope that Donald Trump's administration will also be able todelegate a Middle East expert, given that Russia and the US co-chair the International Syria Support Group (ISSG)," Lavrov said.

Trump spokesman Sean Spicer confirmed that the participation was possible.
"As you know, General Flynn was invited ina call that he had withthe [Russian] Ambassador [to the United States Sergey Kislyak] onDecember 29," Spicer stated. "I don't have anything toupdate you onthat. But, I think, the scenario is that what President-elect is in, what's going onthere [in Syria] is a major concern We clearly have the desire towork withother countries and nations."


SYRIAN GOVERNMENT

Syria's Permanent Representative tothe United Nations Bashar Jaafari confirmed that he would lead the Syrian governments delegation atthe upcoming talks.

"Yes, I will lead the government delegation duringthe Astana meeting," Jaafari said.

Jaafari will be accompanied bySyrian ambassador toRussia Riyad Haddad and Adviser toForeign and Expatriates Minister Ahmad Arnous.

ARMED OPPOSITION

The representatives of14 groups ofSyrian armed opposition, which signed the ceasefire agreement onDecember 29, have been invited totake part inthe talks. Mohammed Alloush, who is a former chief negotiator forthe High Negotiation Committee, would head the delegation.

The list ofthe groups includes Jaysh al-Islam, Faylak al-Sham, Jaish al-Mujahideen, Jabhat al-Shamiya, Fastaqim and Suvar al-Sham, amongothers.

Representatives ofFree Syrian Army (FSA) and High Negotiation Committee will attend the talks aswell.

Ahrar al-Sham militant group said that it supported the talks butwould not take part inthe event.
"Ahrar al-Sham, one ofthe largest armed opposition groups innorthern Syria, will not attend the Astana meeting. They will abstain fromparticipation and limit themselves withremote support," the source said.


The Syrian High Negotiations Committee welcomed efforts onorganizing a meeting betweencountry's warring parties despitemissing the event, the HNC statement said.
"The High Committee highly appreciates efforts made forsuccess ofthe meeting inAstana, considering it asan important preliminary step forthe future roundof political talks, that are going tobe held inGeneva onFebruary 8, according to [UN Special Envoy forSyria] Staffan de Mistura," the statement said.


Members ofa new Syrian opposition group, the Damascus Platform, are ready totake part inpeace talks onSyrian reconciliation that will be held inAstana and Geneva, the groups spokesman Tarek Ahmad said.

"Damascus Platform is ready totake part inpeace talks onSyrian reconciliation inGeneva and Astana," Ahmad said adding that his group has not received invitations tothe negotiations yet.

The Damascus Platform was formed inNovember 2016 and unites a wide spectrum ofthe Syrian opposition groups, lawmakers and members ofthe Syrian civil society.

The Syrian Democratic Forces (SDF) opposition group will not support the results ofthe meeting onSyria inAstana, asthe SDF has not received an invitation toattend it, SDF spokesman Talal Selo said.

The SDF consists mainly ofKurdish and Arab detachments, and participated inoperations againstDaesh withthe support ofthe United States.

"Since we have been excluded fromthese negotiations, we do not recognize the conference or any ofits results," Selo told Sputnik, adding that inhis opinion, the Turkish authorities were the authors ofthe decision not toinvite the SDF.

The Syrias opposition National Coordination Committee forthe Forces ofDemocratic Change (NCC) was not invited toparticipate inthe intra-Syrian negotiations inAstana, NCC leader Hassan Abdel Azim said.

"If we are invited we will discuss the issue withinterest We welcomed the meeting inAstana and knew that armed groups and the Syrian army would be proposed todiscuss the ceasefire," Abdel Azim said.

UNITED NATIONS

The United Nations Secretary-General Antonio Guterres has asked the UN Special Envoy forSyria Staffan de Mistura.

"In light ofthe complexity and importance ofthe issues likely tobe raised inAstana, and ofthe senior level atwhich the conveners ofthe meeting will be represented, the Secretary-General has asked Mr. de Mistura, tolead the UN team atthe talks. The Secretary-General is looking forward tothe Astana meeting being a positive step, ahead ofthe resumption ofintra-Syria negotiations inGeneva," the statement read.

De Mistura did not rule outinviting representatives ofthe armed Syrian groups attending the talks inAstana tofurther negotiations inGeneva underthe UN auspices.
