Growing alliance: Shanghai bloc taking steps toward Iran

Sputnik- Iran is committed to further rapprochement with China and Russia, Iranian academic Hamid Reza Azizi told Sputnik, commenting on the prospects of Tehran's accession to the Shanghai Cooperation Organization (SCO). The Iranian academic highlighted the importance of a general consensus among SCO members regarding Iran's membership.

Russia strongly supports Iran's bid foraccession tothe Shanghai Cooperation Organization (SCO) withoutdelay, Bakhtiyor Khakimov, Russia's Special Presidential Envoy tothe SCO signaled inmid-November, echoing the official statement made President Vladimir Putin this June. "Iran has been actively participating inthe organization's activity since2005 asan observer. I think that afterthe settlement ofthe Iranian nuclear problem and removal ofsanctions, there are no obstacles fora favorable consideration ofTehran's bid [for the SCO membership]," Putin said inhis speech atan SCO summit which was held inJune, 2016 inthe Uzbek capital ofTashkent.

Moscow has been advocating the idea ofIran's accession tothe SCO since2008; however, the sanctions regime againstTehran had thrown a wrench inthe works.

The question arises whether Tehran is ready tojoin the organization today, given that eight years have passed sinceits initial bid. "A few key points need tobe taken intoconsideration," Hamid Reza Azizi, assistant professor ofregional studies atShahid Beheshti University, Tehran, and expert inEurasian affairs responded to Sputnik Persian.

"First, it is the official position taken byIran back in2008 inregard toits permanent SCO membership. This position has undergone significant changes.

As you know, untilrecently Iran has been underthe yoke ofinternational sanctions, which did not allow the country torealize its plans tojoin international and regional alliances After an agreement was reached onthe Iran nuclear program and the realization ofthe Joint Comprehensive Plan ofAction (JCPOA) has been kicked off, all barriers toIran's integration toregional and international organizations have been removed," Azizi emphasized.

"The second point, which is, inmy opinion, the most important thing the practical part, i.e. the phase ofrealization ofIran's ambitions formembership inthese international and regional organizations," the Iranian academic continued.

There were a number ofadditional obstacles inthe way ofTehran's accession tothe SCO, according toAzizi. For instance, back in2008 the view prevailed that Iran's SCO membership would further aggravate tensions betweenTehran and the US and the West ingeneral. Therefore it was believed that the accession process had tobe postponed. On the other hand, according tothe academic, there were no objective preconditions forfurther political and economic rapprochement betweenthe Eurasian powers.

"The Ukrainian crisis has prompted tensions betweenRussia and the US. Russia has adopted a new foreign policy course aimed atboosting its international alliances and regional coalitions, and expanding multilateral cooperation onthe world's arena," Azizi pointed out, referring toRussia's cooperation withthe SCO, BRICS and the rapid development ofthe Eurasian Economic Union (EEU).

Commenting onthe prospects ofIran's accession tothe SCO, the academic called attention tothe fact that the stance ofthe other members ofthe organization towardTehran's accession also plays an important role.

"Despite the fact that withthe launching ofJCPOA the barriers toIran's accession toSCO have been removed, the final decision depends on whether key players (China and Russia) will be able toconvince the other members [of the organization] ofeconomic and political benefits fromthe accession ofthe Islamic Republic tothis bloc," the Iranian academic emphasized. For its part Iran is committed toeconomic integration and further rapprochement withRussia and China, Azizi believes.

He added that if all SCO member-states are ready toembrace Iran's membership, the process ofthe country's accession tothe bloc will be accelerated.

In his recent article foronline newspaper Vzglyad, Russian journalist Petr Akopov highlighted that both Moscow and Beijing have an interest ina strategic alliance withIran.

The three countries are also playing an important role insolving the Syrian crisis. Although China does not take part inmilitary actions onthe ground, its diplomatic assistance toSyria and those who are fighting againstIslamic extremists is invaluable, Iranian academic Mohsen Shariatiniya noted inhis latest interview with Sputnik Persian.

According toSecretary General ofthe SCO Rashid Alimov, there is an increasing interest injoining the SCO organization inthe world. "There is an increasing interest and it will grow further. Before there was no expansion, we were waiting forthe right time," Alimov told reporters Tuesday.
