MNA� Addressing a group of Iranian military attaches and security officials in Tehran, Iranian Foreign Minister Zarif presented an analysis of Iran-US balance of power after the end of the cold war.

�With no sloganism, the main principle of original power in the Islamic Republic of Iran is in true understanding and real faith in Imam Khomeini�s key sentence that �the US is unable to do any harm,� and that means that US is not a super power capable of doing anything it�wishes or that the events are not necessarily in line with the will of the US or other powers,� said Mohammad Javad Zarif, the Iranian Minister of Foreign Affairs on Sunday addressing a meeting of military attaches and defense and security representatives in Tehran. The transcription of his speech at the event was released on Thursday by Iranian Foreign Ministry.

�I take advantage of the occasion to give a theoretical account of the current status of the international arena, the role of the Islamic Republic of Iran, regional threats against the Islamic Republic of Iran, and the strategies to encounter them,� highlighted the Iranian chief of diplomacy, �in foreign policy literature, the current status of the international community is called a period of change;�the Leader of the Islamic Revolution�who is the commander in chief of our armed forces describes this period as a sensitive historical turn.�

Saying that it is not the first time in the history of the world that a period of change is occurring, Zarif recounted some features of these kinds of periods which entail war, bloodshed, chaos and anarchy, rise of new powers, fall of former powers, and change in global order and world-life, that can last sometimes for decades with experience of deep and mostly destructive developments.

�Since 28 or 29 years ago we are in this situation,� asserted Mr. Zarif, �since the fall of Eastern bloc and the illusion of the US that the end of the bipolar era of cold war leads to monopoly of the US in the world,� adding that, �The Fall of the Wall was not because of the power of the West but the weak of the East and the US mistook it as a result of its own power.�

The senior diplomat maintained that accordingly the US, in the early years of post-cold-war era, mounted futile but costly efforts to establish a new American order for the world something that George H. W. Bush used to call the modern international order. An order that, according to Mr. Zarif, was based on the ideas of new conservatives pushing the US to capitalize on its military power to make US temporary supremacy a lasting stability and guarantee US upper-hand role in the future of the international relations.

�The early years of post-cold-war era, according to the theoreticians of international relations, were wasted by the American illusion of institutionalization of its�power and there were numerous military measures and war campaigns during the presidential terms of George H. W. Bush, Bill Clinton, and George W. Bush,� asserted the senior Iranian diplomat, �one example was the US attack to Iraq to retake Kuwait but contrary to general public opinion, American militancy was not limited to the age of George W. Bush. In a brief historical survey you will find that there were no years without US military interventions, even under Bill Clinton, in a corner of the world in Kosovo, Somalia, Sudan, Libya, or Iraq. There was no year without US effort to institutionalize its�military supremacy.�
