The State Department onSunday said it was working withIraqi authorities tolocate the Americans.

The Iraqi government has struggled torein inlocal Shi militias, who fought the US military followingthe 2003 invasion, and have previously been accused ofabducting and killing United States nationals.

Baghdad-based analyst Hisham al-Hashemi, who advises the government, said the kidnappings were meant toembarrass and weaken Iraqi Prime Minister Haider al-Abadi, who is trying tobalance his country's relations withrival powers Iran and the United States.
"The militias are resentful ofthe success ofthe army inRamadi which was achieved withthe support ofthe US-led coalition and withouttheir involvement," he said.

Shi militias were kept outof the battle againstDaesh inRamadi forfear ofaggravating sectarian tensions amongthe Sunni population inthe city.
