US general: Path to Syrian resolution must include compromise on Assad

To make a major push toward a resolution of the Syrian crisis, the US should embark on tactics that were successfully used in Bosnia in the 1990s and bring to the negotiating table such powers as Russia, Iran, Saudi Arabia and Turkey, a retired American general claims.

Daesh, also known asISIL, may be defeated only byjoint military forces, Wesley Kanne Clark, retired General ofthe United States Army and the former head ofNATO Allied Powers inEurope said inan interview withCNN.

But toachieve this goal, inClarks opinion, the US should, first ofall, come tosome resolution withRussia regarding how long present Syrian leader Bashar al-Assad should stay inpower.

The former army commander claimed that the conflict inSyria doesnt resemble those inVietnam, Iraq or Afghanistan, saying that any settlement could only be made throughpolitical means. Consensus is needed that would mitigate frictions betweenthe aspirations ofIran supported byRussia onthe one hand and Saudi Arabia withTurkey onthe other. That is the only option that would allow creating an alliance focused the onanti-Daesh fight, he stressed.

If this plan worked out, Clark continued, the powers would only have tojointly combat militants moving fromIraq toSyria, noting that there is one significant difficulty that would impede fully resolving ofthe crisis. The point is that Daesh is not a regular army, and when they start tolose ground, the militants will disperse amongthe civic population, further acting likeoccupation forces, Clark pointed out.

Go back tothe way we did it inBosnia in1990s. We put together a plan, we brought the parties together, and we said we would put ground troops there undercertain conditions. And we could do the exact same move here, he said, explaining his vision ofthe resolving plan forSyrian conflict. [Its] tougher situation [in Syria], butwe could set upconditions, such that bring Iran, Saudi Arabia and Turkey together. And then everybody works againstISIS [Daseh].

Still, the way towardresolving the crisis will be long and difficult amidthe prospects ofthe continuous emergence ofvarious rebel and jihadist groups not associated withDaesh. But forthe first step, Clark concluded, the US has tocompromise withRussia onhow long Assad would rule Syria.
