Araqchi says differences between Iran, G5+1 lowering a little bit

Tehran, June 22, IRNA Iran's senior nuclear negotiator Abbass Araqchi said on Monday that differences between Iran and the Group 5+1 (the US, Russia, China, Britain and France plus Germany) over the draft text of the Joint Comprehensive Plan of Action (JCPOA) have lowered a little a bit but progress is not as much expected.

Outlining outcome of five-day intensive debates and meetings with the G5+1 envoys in Vienna over the wording of the draft nuclear deal, Araqchi said the drafting of nuclear deal is still underway at different levels.

Speaking in Vienna before leaving for Luxembourg, Araqchi said the draft deal is complicated and covers various dimensions both technically and legally and most importantly politically.

He said in the final deal full investigations should be made and this should be done at the level of experts first and then at the level of deputies.

Araqchi noted that the G5+1 envoys were also present in the talks occasionally over the past five days. 'Of course talks were held with the European Union deputy foreign policy chief Helga Schmid but experts, directors and deputies of other countries were also present.'

He also referred to bilateral meetings with three European states, China and Russia to follow up important issues.

The senior member of the nuclear negotiating team commented on dispatch of the nuclear team to Luxembourg and said Foreign Minister Mohammad-Javad Zarif will also join the team in Luxembourg.

He also referred to other programs of Iranian nuclear negotiators in Luxembourg with foreign ministers of three European countries and also with a group of officials along with High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini.

He went on to say that Iranian officials will also have mutual meetings with foreign ministers of the UK, France and Germany.

He noted, 'The US Secretary of State John Kerry may also visit Vienna at the weekend and a meeting will be held with him on bilateral basis.'

Araqchi added that other G5+1 foreign ministers may also join the talks. The marathon talks are gradually nearing the final moments, added the official.

He said after end of the Luxembourg talks the team will return to Vienna to continue talks and Iranian Foreign Minister Mohammad-Javad Zarif will most probably return to Vienna at the weekend after going to Tehran.

He then pointed the final days of talks and the approach of the deadline and said, 'Of course, as has been said times and again, the deadline is not final for us and if we are to hold talks for several more days, we will do so.'

He said, 'What is important for us is reaching a favorable agreement, which will be acceptable to the Iranian nation, while recognizing and honoring rights of Iranian people.

The Iranian nuclear negotiating team left for Luxembourg today to join the EU foreign policy coordinator and three European ministers of the G5+1 to investigate final round of the drafting the text of the final deal and reaching an agreement before the July 1 deadline.

Zarif will leave Tehran for Luxembourg and his deputies Abbas Araqchi and Majid Takht-Ravanchi, who have been busy in talks for writing the draft deal, will join him from Austria.

The main part of the JCPOA text will have about 20 pages with 5 annexes of about 40 to 50 pages.

The annexes are related to sanctions, technical issues, peaceful nuclear cooperation with Iran, a joint commission to be set up by both sides and executive affairs

The documents should be studied and debated word by word and sometimes these words are a source of difference, he said, 'Different parts of this text and its annexes are still in parentheses. Some of them are a source of difference, yet this task is moving ahead, although very slowly.'
