Hard to trust, verify on Iran, North Korea

The "verificationinitiative" and "enhanced transparency" for nuclear-security agreements proposed by Messrs. Shultz, Perry, Kissinger and Nunn ("Next Steps in Reducing Nuclear Risks,"op-ed, March 6) are inadequate in view of the realities presented by rogue states and terrorists. North Korea's threat of a pre-emptive nuclear strike against the U.S. is a case in point.

The Russian proverb that was often quoted by President Reagan"Trust, but verify"cannot be implemented unfailingly until the U.S. has an operational antiballistic missile-defense system.
