The road to Syria crisis settlement runs through Russia, Iran, Turkey

Sputnik- Russia, Iran and Turkey signaled their willingness to further deal with the Syrian crisis following the liberation of Aleppo. While the "troika" has proved its relevance, the US and EU previously seen as major guarantors in resolving the Syrian conflict are "leaving the arena."

It appears that the road toSyria crisis settlement runs throughRussia, Iran and Turkey. Commenting onthe recent trilateral meeting betweenRussia, Turkey and Iran onthe Syrian crisis inMoscow, Isabelle Mandraud ofLe Monde called attention tothe fact that the US and EU, previously regarded asmajor guarantors inresolving the Syrian crisis, have "left the stage." "The dramatic evacuation ofresidents and fighters fromthe rebel-held areas ofeastern Aleppo, which fell tothe government ofBashar al-Assad, sealed Moscow's victory," Mandraud wrote.

"It is our common view that there is no military solution tothe Syrian crisis," Russian Foreign Minister Sergei Lavrov said Tuesday ata joint press conference withTurkish Foreign Minister Mevlut Cavusoglu and Iranian Foreign Minister Mohammad Javad Zarif.

The "troika" adopted a joint statement oncoordinated actions aimed atreviving the peace process inSyria.

Lavrov emphasized that the statement reaffirms the principles ofsovereignty, independence and the territorial integrity ofSyria asa multi-ethnic, democratic and secular state. The foreign ministers ofthe three countries also highlighted the importance ofthe ceasefire regime expansion inSyria followingthe Moscow summit. "I think the most effective is the format that you see now," he underscored, adding that his statement is byno means an attempt tocast a shadow overthe efforts ofother global players tomake progress inSyria crisis settlement. "It is simply a statement ofthe fact," the Russian Foreign Minister remarked. "To date, the format ofthe Russia-Iran-Turkey 'troika' proves its relevance atleast bypractical deeds," Lavrov emphasized.

On December 16 the Russian Defense Ministry's Center forReconciliation reported that the Syrian Arab Army's (SAA) operation to liberate eastern Aleppo fromextremists was over.

At a Friday meeting withRussian President Vladimir Putin, Defense Minister Sergei Shoigu highlighted that the operation was conducted inclose cooperation withIran and Turkey. "The operation was conducted atyour request inclose contact withTurkish and Iranian colleagues. The next phase should follow. In my view we have come close toachieving full ceasefire onthe Syrian territory," Shoigu stressed. According tothe Kremlin, the liberation ofAleppo has paved the way forresolving the Syrian crisis. "The liberation ofAleppo fromthe radical element is the most important component ofa full normalization inSyria, and I hope inthe region asa whole," Putin underscored.

However, Mandraud argues that there exist disagreements betweenthe allies onthe situation inSyria. On Wednesday, Secretary ofIran's Supreme National Security Council (SNSC) Ali Shamkhani expressed his skepticism aboutthe latest UNSC Resolution, supported byRussia.

The Resolution urges the immediate deployment ofUN monitors inAleppo; Shamkhani suggested that it may fuel further tensions inthe city. For his part, Vzglyad columnist Petr Akopov praises the Russo-Turkish-Iranian alliance, assuming, however, that the "troika" may face several challenges. Akopov called attention tothe fact that Ankara and Tehran support opposing sides ofthe Syrian conflict. "Regardless oftwo extraordinary events which shook Russian-Turkish relations inthe last 13 months (the Su-24 downing and the ambassador's assassination), another side ofthis triangle is its weakest link," he suggested ina reference toTehran. However, despitethese possible bumps inthe road the Russo-Turkish-Iranian cooperation has proven tobe effective. "With our partners fromIran and Turkey and ofcourse the Syrian leadership and other countries inthe region, withall interested states, we will have tocontinue towork onthe final reconciliation," the Russian President emphasized Friday.
