Reaching deal on Iran nuclear program to benefit everyone

IENNA (Sputnik) As the talks on Iran nuclear program have entered the final stage, experts told Sputnik that the agreement which would put an end to the decade-long stand-off would eventually benefit everyone, as well as have a positive effect on the Middle East.

The deadline forreaching the deal is onJune 30. As the chief diplomats ofIran and the P5+1 group ofinternational negotiators visited Vienna overthe weekend, it has become obvious that the sides will go pastthe deadline seeking toreach a deal, and that some ofthe questions remain unresolved.

Inspections

The West insists that it should have access toall sites, including the military locations, forinspections inIran. Tehran believes the International Atomic Energy Agency (IAEA) should have access only todeclared nuclear facilities.

The so-called Additional Protocol toTehrans agreement withthe IAEA provides the agency withexpanded rights ofaccess toinformation and sites.

Gareth Porter, a historian and author who has extensively written aboutIran-related issues, told Sputnik that a compromise onthe issue is likely tobe found.

"I think that the compromise will be that Iran will agree tocarry outstrictly the Additional Protocol. The Americans will present that asvictory and the Iranians will present that asvictory," Porter said.

Porter stressed that the media misinterpret the meaning ofthe protocol, and so does the IAEA Director General Yukiya Amano.

"The additional protocol is very clear that the IAEA can carry outlocal environmental sampling inthose sites that are not declared byIran, that is what the additional protocol provides forthe undeclared sites," Porter said.

According toPorter, Iran can say no toproviding access forthat purpose, having toinstance offer an alternative way ofcarrying outthat local environmental sampling inthat instance.

"So inthe end, the Iranians have a veto overany request ofthe IAEA forany undeclared site," according toPorter.

Sanctions relief

The lifting ofsanctions imposed onIran is yet another issue which appears tobe unresolved, aswell asthe mechanism that will reimpose these sanctions.

Seyed Mohammad Marandi, a professor atthe University ofTehran, explained Iranian positions saying that the cost ofreconfiguring Arak and Fordow nuclear facilities needs tobe compensated bythe benefits oflifting sanctions. A step-by-step approach is required, butsanctions relief should come first.

"If the Americans don't lift the sanctions, and Iran has re-configurated its installations, it will take years tobring it back towhat it was before. So the Iranians are saying: look, if we are going tomake any changes, we have tosee you doing the same. The Iranians want a good deal," Marandi told Sputnik.

Gareth Porter, however, noted that inany case the relief ofsanctions will benefit both the United States and Iran.

According toPorter, Tehran would have an opportunity tostate that it got what it demanded and that some sanctions will be lifted uponthe initiation ofthe deal, while Washington will be able tosay "that the Iranians did infact perform the changes that they promised beforethe lifting ofthe sanctions."

"Both sides will say that they achieved what they wanted," Porter said.

According toPorter, the return ofsanctions would be ridiculous, asit would not make a difference if Iran were toviolate the agreement.

"The real issue then is whether the United States will use military force. What good does it do toreinstate sanctions if Iranians have demonstrated that they intend onhaving nuclear weapon?" Porter said.

Influence onMiddle East

The prospect ofsigning the deal also raises the issue ofwhat effect it can have onthe situation inthe whole Middle East region.

While Porter said the deal is unlikely tochange the situation inthe region, Marandi claimed that "if there is a reasonable deal, it will have a very positive effect onthe Middle East."

The analyst also said the United States should re-think its policy inthe Middle East "and behave witha bit more wisdom, then they would not be so reliant onSaudi Arabia who has done so much damage toeveryone."

The West has long accused Iran oftrying todevelop nuclear weapons undera guise ofa civilian nuclear program, and imposed several rounds ofsanctions againstit.

In April, Iran and the P5+1 group ofworld powers, comprising Russia, the United States, China, the United Kingdom, France and Germany, worked outa political framework deal, ensuring the safe nature ofthe Iranian nuclear program and gradual lifting ofthe anti-Tehran sanctions.
